The rapid growth of AI, cloud computing, advanced manufacturing, and electrification is driving demand for digital infrastructure. In many regions, the primary constraint is no longer long-term energy availability, but time-to-power, driven by interconnection delays, planning uncertainty, and assumptions about load behavior. FlexMOSAIC establishes a shared, credible way to define and communicate load flexibility, particularly for data centers, based on practical performance characteristics such as magnitude, timing, duration, and frequency of response. By enabling a common understanding of what flexibility a load can provide, the framework can help shorten interconnection timelines, improve planning confidence, and accelerate access to power without compromising reliability or affordability. This initiative was developed through the EPRI DCFlex Initiative in collaboration with more than 65 utilities, developers, system operators, hyperscalers, and technology providers.
