Over the course of two afternoons, NASEO will host a virtual forum on common HOMES and HEEHR concerns: how to design programs that protect participants with low incomes and that contribute to market transformation. Using application questions as a framework, Day 1 will cover adapting the Weatherization Assistance Program model for HOMES, funding the entirety of a HOMES project, conducting HEEHR income verification in the field, and options to prevent HEEHR projects from raising utility bills. Day 2 will examine the market transformation options posed to State Energy Offices by US DOE and what planning needs to be conducted now to fulfil the market transformation requirements.
