States have significant flexibility in how to use the 40 percent of their EECBG award available for state-directed programs and projects. Yet, they will need to balance considerations such as Build American/Buy American, prevailing wage compliance and reporting, the need to coordinate with local governments overseeing EECBG funds, the relatively small size of each allocation, and the potential to integrate EECBG funds into existing or new initiatives that the state is pursuing.
