The authorizing statute for the Energy Efficiency and Conservation Block Grant (EECBG) program requires that states subgrant at least 60% of their allocated funds to local governments that are not eligible for allocations directly from the federal government. This discussion will help states understand key considerations as they design their suballocation process, including different allocation structures (first-come-first-served, competitive, formula) and options to prioritize disadvantaged or underserved communities. The meeting will also examine the need for states to manage expectations and coordinate projects with local government to maximize the use and impact of the funds.
