Elliott Nethercutt of NARUC will present recent research on Demand Flexibility within a Performance-Based Regulatory Framework. The report, which includes case studies from three Working Group states—Colorado, Hawaii, and Vermont—examines demand flexibility implementation and barriers within performance-based regulatory frameworks. The report considers regulatory strategies that may be useful for states seeking to advance DF and GEB implementation.
