This presentation will highlight the National Standard Practice Manual for Benefit-Cost Analysis of Distributed Energy Resources (NSPM for DERs), sharing an overview of its guiding principles and framework for developing a Jurisdiction-Specific Test (JST) that can be used by utility, state, and other programs. The presentation will include guidance for how to conduct a benefit-cost assessment (BCA) for multiple on-site DERs, such as grid-interactive efficient buildings (GEBs), including key common BCA factors and challenges, and provide an illustrative GEB BCA case study, addressing interactive effects between DERs and demand flexibility.
