Transportation de-carbonization continues to progress despite the Covid-19 pandemic and the fall in global transportation demand. North America refiners, as part of their transportation strategy, have already begun the transition away from petroleum fuels to renewable fuels. These efforts have been heavily influenced by the low-carbon fuel programs which are key to reducing greenhouse gas emissions.  As California continues to meet and intensify its programs – we have seen significant interest in other US States and in Canada. North America, in general, continues to increase carbon intensity targets with Canada moving forward with a Clean Fuel Standard, as well as potential federal measures under the Biden administration including the possibility of a national Low Carbon Fuel Standard.

Please join us as we explore how clean fuel programs are changing the transportation industry paradigm to a net-zero carbon economy. We are joined by Daniel Sperling, a member of California’s Air Resources Board, and founding director of the Institute of Transportation Studies at the University of California, Davis. Dr. Sperling is one of the co-designers of the low carbon fuel standard program in 2007 and a recognized leader in transportation policy. In addition, Ian Thomson and Doug Hooper of Advanced Biofuels Canada will provide a perspective on how Canada's climate action policies, including carbon pricing, the Clean Fuel Standard, and climate action fiscal policies/programs, are expected to impact low carbon fuel capital investment in Canada.

We will follow this panel with a presentation on detailed aspects and enforcement of Canada's Clean Fuel Standard led by Lorri Thompson of Environment and Climate Change Canada (ECCC).

Louise Burke, who is President of the Energy Forum Advisory Board and Vice President of Business Development at Argus Media will moderate the discussion.

PANEL SPEAKERS

Daniel Sperling

Dr. Daniel Sperling is Distinguished Professor of Civil Engineering and Environmental Science and Policy, and founding Director of the Institute of Transportation Studies at the University of California, Davis (ITS-Davis). He holds the transportation seat on the California Air Resources Board, and served as Chair of the Transportation Research Board (TRB) of the National Academies in 2015-16.  Among his many prizes are the 2018 Roy W. Crum award from TRB, its highest research award; and the 2013 Blue Planet Prize from the Asahi Glass Foundation Prize for being “a pioneer in opening up new fields of study to create more efficient, low-carbon, and environmentally beneficial transportation systems.” He served twice as lead author for the IPCC (sharing the 2007 Nobel Peace Prize), testified 8 times to the US Congress, authored or co-authored over 250 technical papers and 13 books, and is widely cited in leading newspapers, been interviewed many times on NPR radio, and in 2009 was featured on The Daily Show with Jon Stewart.

Ian Thomson

Ian Thomson is President of Advanced Biofuels Canada, the national voice for advanced biofuel and renewable synthetic fuel producers and developers, feedstock suppliers, and fuel distributors in Canada. Its members have 14 billion liters of installed global capacity, and include both Canadian and global biofuel producers, and the leading next generation technology developers. Advanced Biofuels Canada has provided over 15 years of guidance in Canadian federal and provincial fuels, carbon pricing, and climate policy. Ian also chairs a national coalition of non-fossil clean fuels sector trade associations and non-government organizations which advocate for effective clean fuel policy design.

Doug Hooper

Doug Hooper is the Director, Policy and Regulation, for Advanced Biofuels Canada. Since 2005, Doug has helped lead the development of Canada’s advanced biofuels sector. Doug has worked directly on all key federal/provincial energy and climate action policies in Canada, including renewable and low carbon fuel regulations, carbon pricing, and fiscal policies to build biofuel production capacity and expand clean fuel use. Doug has been the association’s lead with federal and provincial governments in the establishment of over $5 billion in biofuel funding programs/tax policies since 2005.

Lorri Thompson

Lorri Thompson is Manager of the Regulatory Integration, Sustainability, Trading Platform and Quality Assurance Team with Environment and Climate Change’s Low Carbon Fuels Division.  In this role, she leads the teams responsible for the following elements of the Clean Fuel Standard regulations:  Verification, Validation and Certification; Land Use and Biodiversity Criteria; Compliance Credit Trading System and Compliance Mechanisms; Electronic Reporting and Trading Platforms; Regulatory Integration and Regulatory Drafting.  Ms. Thompson has over 20 years of experience with Environment and Climate Change Canada as a regulator in the area of fuel quality. She has developed Canadian national fuel quality regulations, including Canada’s Renewable Fuels Regulations and prior to her current position, Ms. Thompson led the team responsible for implementing and administering those regulations along with Canada’s suite of 7 other federal fuels regulations. Ms. Thompson holds a Bachelor’s degree in Environmental Engineering with Distinction obtained from Carleton University in Ottawa, Ontario.

Louise Burke

Louise Burke is President, Energy Forum Advisory Board and is currently working for Argus Media on strategic business initiatives for the company. Prior to this, Ms. Burke was Executive Director of the Energy Forum, and president of J.C. Energy, an energy consulting firm. She has worked extensively in the energy sector analyzing pricing and markets for Mobil Oil Canada, Alberta Energy Company and Petroleos DeVenezuela. In addition, as Vice-President, Marketing for the New York Mercantile Exchange she supervised major energy and metals futures and options product launches and was closely involved in the successful growth of energy commodity markets. Ms Burke has also been affiliated with the SIPA energy program at Columbia University, New York as an instructor in the area of petroleum markets trading since 2008. Ms. Burke holds a BA honors economics degree from the University of Alberta and an MBA from New York University.
