Our speakers are Michael Cohen, Chief US Economist and Head of Oil Analysis in BP’s Group Economics team, and, Tim Hess, product manager for the U.S. Energy Information Administration’s Short-Term Energy Outlook (STEO). Antoine Halff, our board member and Program Director for Global Oil Markets at Columbia University's Center on Global Energy Policy, will moderate the discussion.

Michael Cohen
Michael Cohen is Chief US Economist and Head of Oil Analysis in BP’s Group Economics team. In this role, he is responsible for oil, transportation, and US energy policy related analysis in BP’s Statistical Review of World Energy and the Energy Outlook. The Economics team helps inform decision making for BP’s board and executive team as well as for the Upstream, Downstream, Government Affairs, Trading, and Fuels/Marketing businesses.
Prior to joining BP in May 2019, Mr. Cohen was Barclays’ Global Head of Commodities Research and was responsible for preparing and delivering differentiated research on commodities markets to Barclays’ wide range of corporate and institutional investor clients. He worked for ten years in government as an Economist with the US Department of Energy and the US Energy Information and as a senior member of the Oil Markets Division at the International Energy Agency in Paris. Prior to government service, Mr. Cohen worked on electricity market design for LECG (now Navigant) and as a trading desk analyst for American Electric Power. He graduated with a BSBA in Business Economics and a BA in Political Science from The Ohio State University and a Masters in International Economics from Johns Hopkins School of Advanced International Studies.
Timothy Hess
Tim Hess is the product manager for the U.S. Energy Information Administration’s Short-Term Energy Outlook (STEO), a position he’s held since November 2014. In this position, he coordinates EIA’s cross-office analysis and forecasts for oil, natural gas, and electricity markets.
He joined EIA in 2010 as a Petroleum Markets Analyst. In this role, he spent four years covering oil market trends and was a contributing author to EIA’s This Week in Petroleum publication. Prior to EIA, he worked on electricity forecasts at Baltimore Gas and Electric. He has a MA in Energy Policy from the Johns Hopkins University School of Advanced International Studies and a BA in Economics from Michigan State University.

Antoine Halff
Antoine Halff is Program Director for Global Oil Markets at Columbia University's Center on Global Energy Policy. He is also chief energy analyst and founding partner of Kayrros, a leader in the field of predictive analytics for energy markets.
Prior to joining Columbia he served as the International Energy Agency's (IEA) chief oil analyst and editor of its monthly Oil Market Report and annual Medium-Term Oil Market Report. Earlier positions include Lead Industry Economist at the U.S. Energy Information Administration, Head of Commodities Research at brokerage firm Newedge and Head of Energy Futures Research at its predecessor company Fimat, and oil demand analyst at the IEA.
In 2005, he launched the Global Energy practice of political-risk firm Eurasia Group and served as its director. Earlier in his career, he served as New York Bureau Chief of Petroleum Intelligence Weekly after several years with the Dow Jones Energy News Service. President Bill Clinton called his book, Energy Poverty: Global Challenges and Local Solutions (Oxford: Oxford University Press, November 2014), co-edited with Jon Rozhon and Benjamin Sovacool, "a must-read for anyone serious about creating meaningful solutions to end poverty." He is an advisory board member of Geopolitics of Energy, a publication of the Canadian Energy Research Institute. Earlier he worked in the film industry in Paris and as a teacher in Seoul, South Korea.
Mr. Halff holds an advanced degree from the Ecole des Hautes Etudes en Sciences Sociales, Paris, and a Masters from Université Paris VII.
