In July, New York State awarded two large-scale offshore wind projects to Norway-based Equinor and a joint venture between Denmark's Orsted and US based Eversource. To date, the projects are the largest offshore wind procurement in the US with total capacity of 1.7GW and are expected to be operational by 2024. This is as part of the state's measures to significantly expand renewable energy sources and dramatically reduce carbon emissions.

Please join us in this session as we convene speakers from New York State Energy Research and Development Authority (NYSERDA), New York Independent System Operator (NYISO) and Equinor to learn more about the next steps, costs and challenges as well as the outlook for offshore wind energy in NY, keeping in mind the state's goal for 9GW offshore wind by 2035.

SPEAKERS 

Adrienne Downey, B.Eng. M.Sc.

Adrienne Downey is the Principal Engineer for Offshore Wind with the New York State Energy Research and Development Authority (NYSERDA)’s Large-Scale Renewables Team.  In this role she is responsible for running New York State’s procurement efforts for offshore wind, including the recent procurement of 1,696MW. In addition, Ms. Downey is responsible for NYSERDA’s stakeholder engagement efforts that will be critical in delivering the state’s nation-leading commitment of 9GW of offshore wind by 2035.

Ms. Downey comes to NYSERDA from a decade’s experience in on-shore wind, working internationally in Europe and across Canada across a range of roles in industrial and production engineering, supply chain localization and development strategy, operations management, business development, and policy and government affairs. She has also worked in consulting practice in recent years focusing on energy, infrastructure, sustainability, climate adaptation and resiliency projects in New York City.

Michael DeSocio

Michael DeSocio is Senior Manager at the New York Independent System Operator (NYISO) where he has been involved in the design and operation of wholesale electricity markets for nearly 20 years. His tenure at the NYISO includes work in Market Operations, Market Design, Information Technology and Project Management.

Mr. DeSocio is currently responsible for the evolution of the NYISO wholesale electricity markets, improving market signals and incentives for attracting and retaining resources that support New York’s grid reliability needs and policy objectives. He also oversees the NYISO’s efforts with integrating distributed energy and storage resources into New York’s wholesale markets. Additionally, Mr. DeSocio is leading the carbon pricing initiative that could help harmonize New York’s clean energy policy objectives and competitive wholesale markets.

Mr. DeSocio has been involved in a diverse array of projects at the NYISO, including the integrating renewable technologies into the marketplace, working with emerging storage and generation technologies, enhancing interregional trade, minimizing regional congestion, and improving overall wholesale market efficiency.

Julia Bovey

Julia Bovey has helped shape renewable energy policy and projects for 15 years, from positions in environmental advocacy, federal and state government and project development. She is currently director of external affairs for the Equinor Wind US portfolio, including the development of Empire Wind for New York, Boardwalk Wind for New Jersey, and Equinor’s New England offshore wind energy lease off Massachusetts.

Prior to this, Ms. Bovey has worked on non-profit advocacy at the Natural Resources Defense Council and the Conservation Law Foundation, renewable project development at First Wind, national reform at the Federal Energy Regulatory Commission, and state oversight at the New York Department of Public Service, where she directed the DPS Long Island office and was part of the team developing New York’s “Reforming the Energy Vision” goals and policies.

Ms. Bovey holds a BA and an MS from Columbia University.

Carolyn Kissane

Carolyn Kissane is Secretary, Energy Forum Advisory Board and serves as the Academic Director of the graduate program in Global Affairs at New York University's  Center for Global Affairs. She is a Clinical Professor where she teaches graduate level courses examining the geopolitics of energy, comparative energy politics, energy, environment and resource security, a regional course focusing on Central Asia.

Dr. Kissane is Coordinator of the Energy and Environmental Policy concentration at the Center and is faculty adviser to the Energy Policy International Club (EPIC). She was awarded the esteemed NYU Excellence in Teaching Award in 2007, the SCPS Award for Teaching Excellence in 2009, and nominated for the NYU-wide Distinguished Teaching Award in 2008, 2009, 2016 and 2018.   She is a recipient of the Graduate Enhancement Area and Language Studies Award, Fulbright-Hayes Dissertation Award, IREX Grants, NYU Curricular Development Challenge Fund Grant, and NYU Dean's Research Grant.

She was named Breaking Energy's Top Ten New York Women in Energy and Top Ten Energy Communicator. She hosts Fueling our Future, an energy series she moderates which bring in energy and environment experts for conversation and debate. She also serves on the boards of the NYU Tandon Clean Start Advisory Board, CIV-Lab, and Art for Refugees in Transition. Dr. Kissane received her Ph.D. from Columbia University.
