Center for Sustainable Energy Webinar: Local Policies to Achieve Zero Net Energy Buildings

The San Diego Regional Energy Partnership and Center for Sustainable Energy (CSE) invites city and county staff to attend a free webinar on policies that can help achieve zero net energy (ZNE) buildings. California has set goals to make new residential construction ZNE by 2020 and all new and 50% of existing commercial buildings ZNE by 2030. While the state drives progress toward these goals through its building codes, local jurisdictions also play a vital role in moving the market toward ZNE buildings. During this webinar, city and county officials experienced with implementing ZNE policies will discuss stakeholder reactions, economic impacts and lessons learned.


1. Barbara Boswell, Director, Lancaster Choice Energy will discuss their groundbreaking goal to become a ZNE community, experiences developing a community choice aggregation (CCA) and related policies.

2. Roy Hapeman, Energy Manager, County of Santa Barbara will discuss implementing a ZNE resolution for new and existing county facilities.

3. Janice Kluth, Senior Project Coordinator, Development Services Department, City of Chula Vista will describe the city’s stakeholder education and outreach efforts on energy codes and sustainable construction.

4. Hanna Grene, Energy Efficiency and Building Performance Policy Manager, Center for Sustainable Energy (CSE) will provide an overview of California’s ZNE goals and moderate the session.

This webinar is based on the ZNE Roadmap for Local Governments, which provides a collection of best practices, current efforts and policy recommendations that local jurisdictions can implement to support and drive the market for ZNE buildings. The roadmap and webinar are provided by CSE with funding from the San Diego Regional Energy Partnership, which includes City of San Diego, County of San Diego, City of Chula Vista, San Diego Association of Governments, Port of San Diego and San Diego Gas & Electric.
